I have ordered from Penn & Beech before & the infusers always come promptly & extremely well packaged & this delivery was no different. The only reason I gave it a 3 was simply my personal preference as to the fragrance. I did not find Sea Breeze to be a pleasant fragrance. I had ordered it on a whim not having smelled it before, so it was not through any fault of Penn & Beech. I love their Gardenia infuser however.
